Why Does One Person in the Neighborhood Run Everything?
Power in any small group goes to whoever shows up, not to whoever is right. One person ends up running it because of: 1) diffusion of responsibility, since everybody else has a life and nobody else wants the meeting 2) the availability heuristic, because his opinion is the only one anyone has actually heard, so it starts reading as the consensus 3) the status quo bias, since an unopposed decision becomes policy purely by never being challenged. Attendance is the whole qualification. That cuts both ways.
